How can we encourage and boost the morale of the staff when there are times that memos and suspensions are given out due to poor employee performance or due to violations?

Employees should know that memos and suspensions are given out because of particular reasons and not just because of some arbitrary and flimsy excuse.

Employee morale is low because you might not have been giving them a reason to celebrate. If you are meting out punishments and disciplinary actions, I think you should also give out awards and recognition to employees who are doing good.
