Political Asylum

When can a person seek political asylum from another country or government? Is this a way to evade arrest or imprisonment from one's government?

I believe that person can only seek asylum is if he can prove that he is being har*ed by the government.

This is the reason why you see so many people from North Korea, Afghanistan and Iran who have sought asylum in other countries. The citizens of the countries I have mentioned feel that they are being unjustly *cuted by the government because of their political beliefs.
