How can I make sure that the staff is performing and doing their work during work hours? Our bosses usually are off to other meetings by 12nn, and I'm left with handling the staff.

Trying to keep the discipline to your workplace is very hard but you can simply act exactly the way you want your subordinates to work. Tell them be punctual, show them that wasting time is a big no-no, be a role model to them. Make sure that work hours are being utilized to make things that can help the company and also their mates.

Well, one way to make sure that the employees will keep working is by giving them more tasks and monitoring them on the progress of their work. I think it is common for employees to loiter around or chat when their bosses are out. By regularly checking their work, you can be sure that time is not wasted on other things.
