How do I determine if a loaning company specializing in student loans is legitimate? What should I check to be *ured of its authority?

I think the best way to do this is to go their office personally. Visiting the place will also give you a chance to ask questions about the services they offer and many other things you want to inquire about. The most important information to know is whether the company can provide for the service or not.

You can conduct background check by collecting news reports about loan companies' milestones and possible financial problems they've had the past years. You can also check if your network has other individuals who have acquired student loans. You can quiz them regarding their level of satisfaction with the loaning company. When you are invited for a meeting or when you drop by their office to acquire forms, try to speak with an authorized person and find out their directions for the coming years.
