Aside from safety issues in regard to terrorism, why are cell phones restricted in most airplanes? Do they interfere with radar or other na*ational instruments of the plane? What about laptops, are they banned too?

Mobile phones interfere any computer generated appliances and machines. Even when listening to a radio station, you will notice there are statics on the frequency. The same applies on the airplane machines and communicative radios.
