I think it is better to promote someone from the staff especially if he or she has done exceptionally well. If you get a manager from another company, the manager and the team still have to adjust. Promoting someone from your team means he or she already knows the company policies and culture. Management styles may also differ and having someone familiar with the company may lessen the learning curve.
